Dr. Sumantra Maitra is a historian and researcher. He is an elected Fellow at the Royal Historical Society, London, and an advisor to the United States Congressional Greenland Caucus.

His current research and advisory focus is on the intersections of drones and AI, Euro-American foreign policy, and the shifting offense-defense balance in military tech.

He coined the Dormant NATO doctrine, which reshaped the debate on NATO burden sharing with the strategy of “burden-shifting”, cited in the 2025 National Security Strategy of the United States. His book, titled The Sources of Russian Aggression, was published in 2024 by Rowman & Littlefield.

His regularly appears as a foreign policy analyst at Fox and Friends, and Fox and Friends First, among others. He is a Senior Fellow at the Center for Renewing America, a Contributing Editor to The American Conservative, and an advisor to the Danube Institute. He was previously a senior contributor to The Federalist, and a former fellow at the Center for the National Interest, and at the James G Martin Center for Academic Renewal. He has served as a foreign policy advisor and speech writer to several congressmen, senators and presidential candidates, in personal capacity.

His academic essays and peer-reviewed articles have been published in Foreign Affairs, American Affairs, Canadian Military Journal, Centre for Land Warfare Studies Journal, Political Studies Review, International Affairs, and the International Journal Canada.

Dr. Maitra completed his PhD at the University of Nottingham, UK, funded by the Vice Chancellor’s Scholarship for Research Excellence; and a Master of International Studies from the University of Otago, New Zealand, with distinctions in both International Politics, and Global Economy, under a Coursework Master’s Scholarships.
